Rituals of Opening Ceremonies of Overseas Manufacturing Facilities of Multinational Corporations in Russia

We explore the meaning of rituals of public plant-opening ceremonies, which are popular in many countries and mandatory in Russia for greenfield investment projects implemented by multinational corporations. The study is based on the analysis of videos from the public opening ceremonies supplemented with the analysis of financial data on the studied industrial projects. We argue that in a country with underdeveloped physical infrastructure and volatile business regulations opening ceremonies for new industrial projects have three implications: 1) such events are festivities which are centered on an exchange of gratitude between foreign investors and the local authorities for their non-opportunistic behavior; and 2) such events serve as “the rite of passage” of a newly-built facility into the local business and social infrastructure; 3) assurances in speeches during opening ceremonies about the long-term nature of industrial projects are taken seriously as obligations and serve as an additional barrier to exit from industrial assets.

The past, the present, and the foreseeable future of Russian manufacturing subsidiaries of Western multinational corporations

This paper retraces the development of Russian manufacturing subsidiaries of Western multinational corporations from the late 1980s until 2019. Using secondary sources and a unique hand-crafted database on significant extensions of manufacturing facilities of Western multinational corporations in Russia during 2012–2018, we present the position of Russian manufacturing subsidiaries of Western multinational corporations before and after the beginning of sanctions. We also indicate the major strategic challenges that they currently face, including the necessity to maintain dual loyalty (to home country and host country authorities), manage the deteriorating quality of business regulations in Russia, and overcome the increasing shortage of qualified personnel at all levels. The data on the opening of new facilities in 2017–2018 reveal that such issues impede but cannot stop the quantitative development of foreign-owned Russian manufacturing facilities. At the same time, saving on managerial expenses and low ‘investments in non-current assets’ of the established manufacturing subsidiaries may break down ‘the innovation engine’ assembled in many Russian manufacturing subsidiaries of Western multinational corporations and bring them into the periphery of their corporate parents, where the attention and resources from the corporate centre are lacking.

Foreign direct investment in a stagnant economy: Recent experience of FDI in manufacturing facilities in Russia

This study presents a snapshot of investment projects in manufacturing that were implemented by foreign investors in Russia during 2017–2018. We assemble a unique database of all new plants opened by foreign companies in Russia during 2012–2018 to clarify the distribution of investment projects implemented during 2017–2018 across industries and territories with different tax regimes. We also identify the most interesting individual investment projects, interrelated investment projects, and elements of collective actions. In general, foreign investors in manufacturing demonstrate high ingenuity in discovering and exploiting the remaining emerging growing market segments and promising niches in consumer and professional markets and express significant persistence in realizing investment projects. We also demonstrate the methods applied to decrease the uncertainty of the project costs by establishing partnerships with local foreign- and domestically owned companies and the attempts to correct the government’s decisions and regulatory measures that are uncomfortable for foreign investors.

На основе их междисциплинарного анализа обобщена разнородная информация об этих предприятиях и выявлена их высокая адаптивность к изменяющимся экономическим и институциональным условиям.

Russian territories of outrunning development in mono-cities: Current and prospective opportunities for foreign investment into manufacturing

The paper describes a new form of investment attraction recently introduced in Russia—territories of outrunning socio- economic development (TOSEDs). These initiatives provide tax and other benefits to 20 territories in the Far East and to 90 cities in which a considerable number of jobs are concen- trated in a single factory (mono-cities). Using secondary sour- ces and interviews, we present the initial legislation for TOSEDs, the evolution of the initial legislation, and the func- tioning of TOSED residents. We also identify several opportuni- ties for foreign investors who have installed or intend to install their new manufacturing facilities in TOSEDs.

Redefining Phenomenon-Based Research In Strategic Management As Discovery-Oriented Multi-Disciplinary Inquiry

Using the experience and results of our eight-year-long study of the strategic actions of Russian manufacturing subsidiaries of multinational enterprises (MNEs), we argue that the existing definitions of phenomenon-based research (PBR), offered by Von Krogh et al. (2012, 278), Doh (2015, 609), and Schwarz and Stensaker (2016, 245), are incomplete as such definitions omit the key aim of ―capturing, documenting, and conceptualizing an observed phenomenon of interest in order to facilitate knowledge creation and advancement‖—the discovery of missing or omitted element(s)/properties in the existing studies of real-word phenomena. These elements or properties may not always be important, however, in some cases, their discovery may lead to theory advancement theory by incorporating the missing elements into existing theories and models.

EFFECTIVENESS OF OPENING CEREMONIES OF OVERSEA MANUFACTURING FACILITIES – LESSONS FROM MULTINATIONAL CORPORATIONS OPERATING IN RUSSIA

Opening ceremonies of oversea manufacturing facilities of multinational corporations serve, at the first glance, just as festivities upon successful completion of important industrial projects, but their real meaning is mutual acceptance by foreign investors and by the authorities of host country largely different criteria of efficiency of newly erected facilities. In this respect, public expression of admiration by newly built facilities by highly-ranking representatives of host country authorities is a measure of success of a plant opening ceremony for a foreign investor. Such attitudes of representatives of host country authorities are achieved mostly through carefully planned and properly executed orientation tours on the new premises but also by following familiar symbolic actions of putting in motion.

Beyond ribbon cutting: Lessons from Russian manufacturers on the nuances of opening ceremonies

Opening ceremonies for new manufacturing plants are commonplace and yet, they are surprisingly under-documented. Although these ceremonies may, at first glance, appear to simply serve as celebrations to mark the successful completion of an industrial project, they are based on symbolic actions, and usually very well planned and executed. Consequently, their underlying meaning is more complex. A study of the opening ceremonies of 56 manufacturing facilities in Russia by foreign multinationals shows that opening ceremonies also serve to demonstrate mutual acceptance of the differing motives of both the foreign investors and the local authorities for building the plant. The analysis points to recommendations regarding the timing and design of the ceremonies, as well as participants’ behavior, that can ensure that such events contribute to the attainment of organizational goals.

Перспективы производственных подразделений зарубежных компаний в России: фронтир, предместье или захолустье?

На базе интервью и опросов руководителей российских подразделений международных компаний анализируется общее положение местных представительств зарубежного бизнеса в 2012–2016 гг. Предложена модель разделения корпоративных звеньев на «ядро» и «периферию» с дальнейшим вычленением в последней отдельных классов в зависимости от интенсивности создания и обмена стоимости с материнской компанией. Авторы заключают, что в отсутствие высокой текущей рентабельности операций и значительного объема чистой прибыли в нынешних условиях российские производственные подразделения зарубежных компаний обречены на попадание в корпоративное «захолустье». Такое положение обусловливает высокую автономию подразделений в части текущей деятельности, но угрожает долгосрочной конкурентоспособности. Ключевые слова: международные компании; производство; Россия; санкции; корпоративное развитие; портфельные модели; прогнозирование. Повысить привлекательность отечественных производственных активов для ведущих западных компаний, по мнению авторов, может рост качества среднего профессонального образования в России, что позволит резко снизить издержки запуска и поддержки функционирования современных производств. Другая группа предложений связана с ускоренным развитием российских поставщиков оборудования для предприятий зарубежной собственности. Этими мерами возможности приблизить местные звенья зарубежных компаний к материнскому «ядру» далеко не исчерпываются, однако именно с ними связаны перспективы поддержания и укрепления технологического уровня предприятий стратегически важных секторов российской промышленности

Performance of Russian manufacturing subsidiaries of foreign multinational corporations opened in 2012-2016

This paper reports on the performance dynamics of Russian manufacturing subsidiaries of foreign multinational corporations that were established in 2012-2016. We collected balance sheets, annual income statements, and other annual reports of the representative sample (141 plants) of the general population of manufacturing plants opened in Russia by foreign multinational corporations in 2012-2016 (196 plants); further, we performed an analysis of the major business indicators, such as exit rate, sales dynamics, and financial results. We found that showing a positive gross profit (revenues minus direct production costs) was a relatively easy task and the majority of companies achieved this in the year of their official opening or shortly afterwards, both prior to, and after the beginning of, the sanctions. However, the majority of manufacturing plants opened in 2012-2014 demonstrated negative net profitability until 2016. We explained the massive shift to profitability in 2016 by the improvement in gross margins, measures taken to save “additional costs,” as well as the changes in the legal framework of foreign subsidiaries’ activities in Russia and the subsequent amendment of financial policies applied to Russian subsidiaries by their corporate parents. In general, multinational corporations demonstrated a high ability to operate under conditions of high market and institutional uncertainty and strategic flexibility in managing their newly established Russian industrial assets.
