Проблема определения социально опасного положения семей и детей в современной России

В современной России на федеральном и региональном уровнях отсутствуют единый порядок отнесения семей к категории находя- щихся в СОП, что создает трудности функционирования системы помощи и профилактики. Поэтому прежде чем говорить о монито- ринге положения семей и детей в СОП, необходимо кратко остано- виться на особенностях определения данного понятия – как с тео- ретической точки зрения, так и в нормативно-правовом аспекте. То, по каким критериям происходит признание тех или иных семей и де- тей находящимися в социально опасном положении, в каких случаях происходит их постановка на учет и снятие с него, влияет на размер и состав данной социальной группы, а главное, на показатели оценки эффективности государственной работы с нею.

Disability in Eastern Europe and the Former Soviet Union. History, policy and everyday life

There are over thirty million disabled people in Russia and Eastern Europe, yet their voices are rarely heard in scholarly studies of life and well-being in the region. This book brings together new research by internationally recognised local and non-native scholars in a range of countries in Eastern Europe and the former Soviet Union. It covers, historically, the origins of legacies that continue to affect well-being and policy in the region today, discusses disability in culture and society, highlighting the broader conditions that construct disability and in which disabled people must build their identities and well-being, provides in-depth biographical profiles that outline what living with disabilities in the region is like, and examines policy interventions, including international influences, recent reforms and the difficulties of implementing inclusive, community-based care. The book will be of interest both to regional specialists, for whom the problem of declining standards of health and well-being is a crucial concern, and to scholars of disability and social policy internationally

Heroes and Spongers: The iconography of disability in Soviet poster and film

Cinematic representations not only strongly influence our interpretation of history (Ferro 1992: 315), but are also important for understanding key aspects of Soviet disability policy. At the beginning of the twentieth century the new medium of cinema enjoyed immense popularity in many countries due to the efforts of commercial filmmakers to produce popular entertainment in the genres of melodrama, comedies and adventure stories. After the October Revolution in Russia, however, cinema was mainly used for education and propaganda (Lawton 1992: 2). Visual arts not only represented, but also contributed to, political discourses in Soviet society by using old and new imaginaries for classifying citizens. This chapter explores the ‘iconography’ of disability in Soviet film in order to reveal the shifting and contested meanings associated with the visual representation of disabled bodies

Conceptualising Disability in Eastern Europe and the Former Soviet Union

The topic of disability in Eastern Europe and the former Soviet Union commonly evokes a range of depressing images from abandoned children in dilapidated orphanages to military veterans in uniform begging on street corners. More positive associations are far less frequent, whether disability activism, inclusive kindergartens or disability-themed film festivals. The ‘micro worlds’ of disabled people – their home lives, daily routines, family and friends – are similarly unknown to both scholars and large parts of society in the region. This collection of recent research explores how disabled people in postsocialist countries live in a context of weak safety nets, unstable polities and ambivalent civil society development that make it difficult to overcome historical legacies of control, segregation and stigma. Studying disabled people’s lives provides insights into the contested conceptions of citizenship, health, diversity and well-being that circulate in policy circles and society in an area of the world that has undergone significant transformation in the past twenty years.

Integrating practice into Russian social work education: institutional logics and curriculum regulation

Coming at the cusp of twenty years of social work training in Russia, this article analyses why education in universities is still so disconnected from the field of social work practice. Our attention focuses on institutional dynamics that shape the national regulation of social work education, limited practice content in curricula and the mixed impact of international co-operation. The research highlights that achieving broad agreement on the need for practice skills, service user prioritisation and a strong values base must be the key focus when developing training in contexts where social work is relatively new.

Social anthropology à la russe: fragmented field of a discipline and contemporary battles for the curriculum

This chapter focuses on contradictions in the development of social anthropology curriculum in contemporary Russia. Ethnography as a predecessor to social anthropology has been developing in Russia for several centuries as an academic discipline and occupation with a strong focus on folk culture, ethnicity. In Soviet times, professional training of ethnographers was offered within the Departments of History at several universities. The Institute of Ethnology and Anthropology (previously The Institute of Enthography) is the oldest institution in Russia for studies of humanities, which sprang from the Kunstkamera (Cabinet of Curiosities) founded by Peter the Great. This long tradition of ethnography as a scholarly discipline is based on field research with emphasis on ethnic peculiarities and inter-ethnic conflicts. In the beginning of 1990s, the oldest academic institution, the Institute of Ethnography of the Russian Academy of Sciences (RAS) acquired a new name: the Institute of Ethnology and Anthropology of RAS, which signified a shift in self-identification of traditional ethnographers towards international recognition. A number of university-based and independent research centres were established in various Russian regions. The thematic scope of their research interests is wide and includes not only focus on past and present folk cultures, but also on issues of society, culture and diversity as seen in the programs of conferences and content of publications. The institutional resource for disciplinary and professional identity is a new Association of anthropologists and ethnographers that includes now more than a thousand members. The transformation of social anthropology curricula is explored on the national and local levels in relation to implications of the Bologna project and what makes social anthropology a distinctive area of professional training. The analysis shows that the characteristics of social anthropology education and training are defined as well as constrained by such structuring parameters as the conception of professionalism, highly ambivalent relations with contemporary post-socialist governments, the backgrounds of teachers and departments, a philosophy and ideology of diversity, reception of the notion of human rights and international exchange. Based on the results of analysing interviews and relevant documents, we will show contradictory processes in social anthropology curriculum in Russia.

Политика семьи и детства в постсоциализме

Книга представляет современные тенденции в изучении политики семьи и детства, в том числе интеграцию различных методологий в комплексную платформу исследования. Авторы последовательно развивают аргументацию в пользу совмещения институционального анализа и анализа дискурсов как основы для столь востребованной ревизии подходов к изучению фактора советского прошлого и актуального состояния политики поддержки семьи и защиты детства. Включенные в монографию кейсы семейной и демографической политики и защиты детей на постсоциалистическом пространстве апробируют различные методологические схемы для решения этой задачи и соотносят как локальные и международные контексты, так и сферу политики с повседневными практиками семейной жизни. Монография будет интересна исследователям семейной политики и защиты детства, а также тем, кто разрабатывает проблематику социалистического наследия и анализирует его значение для современной социальной политики. Дискуссии о методологических основаниях исследований семьи и детства, содержащиеся в книге, могут стать существенным подспорьем для преподавателей в поддержке критического мышления студентов.

In this issue we present a range of papers about current issues and developments in social work and welfare in Russia. In the Soviet era official state policy did not recognise the existence of social problems so social work was ‘not needed’ in the USSR, a situation which existed to varying degrees in other countries under state socialism. The disciplines of sociology and psychology (which could form a basis for critical thinking and professional interventions) were eliminated from university curricula, except in forms which accorded with the dominant political view, and dissent was repressed. There have been major changes in political thinking, societal attitudes and welfare developments since perestroika started in 1985, and particularly since 1991 when the Soviet Union was dissolved, Russia then became open to relationships with western powers and capitalist economic thinking. However, Russia remains a considerable independent power with a distinct history and culture. In this editorial we give a brief overview of the historical and other contextual factors which are informing the particular nature and direction of current developments, some aspects of which are described in the articles.
