Barriers to the Effective Implementation of Gender Equality Laws and Policies in Rural Ghana: Structure, Culture, Agency

This qualitative study examines barriers to implementing gender equality laws in rural Ghana that occur despite progressive constitutional provisions. Drawing on in-depth interviews with 15 experts from NGOs, government, and academia, the analysis applies Margaret Archer’s morphogenetic theory of structure, culture, and agency. Structural barriers include institutional underfunding and weak enforcement mechanisms. Cultural conditioning manifests in entrenched norms such as gender stereotypes, witchcraft accusations, pacification practices, and emerging issues like technology-facilitated gender-based violence. Agency constraints encompass insufficient reflexivity and low legal awareness among stakeholders, exacerbating rural Ghanaian women’s vulnerability. Findings reveal a disconnection between legal framework and practice, hindering progress toward Sustainable Development Goal 5 and female representation targets. The study recommends integrated strategies: combining legal enforcement, cultural transformation, and empowerment initiatives to overcome structural, cultural, and agency-related barriers and achieve sustainable gender equality in rural Ghana

Inclusive education in Eastern Europe and the South Caucasus: Comparing parental satisfaction

Thirty years have passed since the Salamanca Statement that outlined the fundamental policy shifts required to promote inclusive education. In post-communist Eastern Europe and Eurasia the implementation of inclusive education policies began relatively recently. The article presents the results of a comparative cross-national survey conducted in 2021 in five post-soviet countries that represent two geographic regions of the post-socialist space: the South Caucasus (Armenia and Georgia) and Eastern Europe (Belarus, Russia, Ukraine). Parental satisfaction with inclusive education of their children with SEND is studied from an international perspective through comparative sources on policy, legislation, governance, standards, as well as public opinion and parental participation in the five states. According to the results, the countries differ by the degree of parental satisfaction with inclusive education, with the highest level of critical appraisal of implementation of inclusion and teachers’ competences in Russia and Belarus. Our main findings indicate that, in these regions, the main support for inclusive education comes precisely from the parents of children with SEND; however, they are also more critical towards the real state of inclusion, and are especially dissatisfied with the qualifications of teachers.

Серебряная экосистема образования в интересах старшего поколения

Эпоха долголетия, характеризующая многие развитые страны, включая Россию, требует пересмотра феномена старения и роли пожилых в обществе. Представление о старшей когорте населения как пассивных бенефициарах, создающих дополнительную нагрузку на рынок труда, системы социального обслуживания и здравоохранения, постепенно сменяется более инклюзивным взглядом, который основан на принципах активного долголетия и подразумевает расширение прав и возможностей пожилых, их интеграцию во все сферы общества. Один из способов ответа на вызовы долголетия - образовательные программы для пожилых, или геронтообразование, способное обеспечить старшую когорту нужными знаниями и навыками, укрепить их человеческий потенциал. В статье представлена перспективная теоретическая рамка для анализа геронтообразования в России как «серебряной экосистемы» образовательных программ для пожилых, реконструированной по работам У. Бронфенбреннера и интегрированной со структуралистско-конструктивистским подходом. Согласно «экологической теории» Бронфенбреннера, включенность представителей старшего поколения в образование может быть проанализирована на уровне ряда взаимосвязанных подсистем с акцентом на акторов разного уровня, вносящих вклад в социальное развитие и благополучие группы. Структуралистский конструктивизм позволяет рассмотреть образование для пожилых в контексте власти и неравенства как поле, на котором неравномерно распределены ресурсы, что необходимо учитывать в разработке образовательных программ. Применяя концептуальные основания нового подхода к анализу выборочных региональных документов, авторы раскрывают связи и разрывы, разнонаправленные процессы внутри «серебряной экосистемы», которые порождают противоречия между идеалами стратегии в интересах старшего поколения, предусматривающей его активное вовлечение в жизнь общества, и неравномерностью распределения ресурсов в поле социальной интеграции пожилых людей.

Spotlighting the Trends in the Inclusive Education Research in Nigeria

Показаны текущие тенденции, проблемы и перспективы в области инклюзивного образования в Нигерии на материалах систематического анализа крупнейших периодических изданий. Анализ выявил пробелы в поле научных исследований, касающиеся ряда аспектов инклюзивного образования в Нигерии. В существующих исследованиях в международных журналах основное внимание уделяется инвалидности, при этом авторы обходят стороной вопросы гендера, социальноэкономического статуса, этнической принадлежности, а также другие измерения социального исключения.

«Эта тема скользкая»: фреймы образовательной инклюзии детей мигрантов в российских печатных СМИ

В статье обсуждаются спосо-бы фреймирования проблематики образо-вания детей мигрантов в российских СМИ. С применением фрейм- анализа на основе адаптации подходов Р. Энтмана и У. Гамсо-на на сплошной выборке статей в «Россий-ской газете», «Известиях» и «Независимой газете» за период с 2005 по 2024 г. выявле-ны четыре группы аргументов, представляю-щие контрастные приемы проблематизации образовательной инклюзии детей мигран-тов и формирующие фреймы «Угроза», «Наи-меньшее из зол», «Жертва» и «Права». В логике фрейма «Угроза» образование утра-чивает функцию социализации из-за роста разрушающих его чужеродных элементов, увеличивающих нагрузку и наносящих вред обществу. Тем, кто не прошел социализацию в принимающей стране, трудно осваивать школьную программу, и они представляют риски для окружающих. В дискурсивной рам-ке «Наименьшее из зол» образование предстает барьером криминализации и каналом пополнения трудовых ресурсов. Преимуще-ства от «неизбежной» инклюзии просматри-ваются в терминах продуктивизма и без-опасности для общества. Фрейм «Жертва» показывает детей заложниками традиций, сталкивающимися с эксплуатацией, изоляци-ей и насилием, страдающими от дефицитов в системе образования. Статьи из фрейма «Права» показывают детей мигрантов субъ-ектами с разнообразными особенностями, постулируют важность гибких подходов к об-учению. Культурная тема фрейма построена на неприятии ксенофобии, важности пра-вового государства и инклюзивной куль-туры, толерантности и гуманизме. В конце рассматриваемого периода лексемы зако-на и порядка задействуются в контексте де-легитимации существующих правовых норм. Здесь лакуны правового поля усматрива-ются в недостаточной прочности фильтров, наносящей вред всем участникам. Быстро усиливаются голоса, легитимирующие ис-правление законодательства ввиду проблем с «языковой пригодностью» детей иностран-ных граждан, которых необходимо оградить от системы образования ради их же блага и защиты российских учащихся.

Conceptualising inclusive childhoods in Eastern Europe, Central Asia and the Caucasus: Editorial and Introduction to the special issue

Promoting the inclusion, rights and participation of diverse young people is a global policy and practice challenge. With children often positioned as ‘objects’ of care in adult-led government systems of social services, childhood is a field rife with exclusion, discrimination and inequality driven by economic, social, cultural and political forces. Processes of globalisation drive the circulation of ‘global’ messages about inclusion and children’s rights, but also expose children and their families to economic precarity, geopolitical insecurity and sociocultural anxieties that are often dismissive of diversity. This special issue focuses on processes of building inclusive childhoods in different countries, of Eastern Europe, Central Asia and the Caucasus. This region covers countries with diverse political, social, economic and cultural contexts for childhoods. Fifteen republics: Armenia, Azerbaijan, Belarus, Estonia, Georgia, Kazakhstan, Kyrgystan, Latvia, Lithuania, Moldova, Russia, Tajikistan, Turkmenistan, Ukraine, Uzbekistan were part of the Soviet Union that ended in 1991, but we avoid the term ‘post-Soviet’ for these countries in view of concerns that making the USSR the reference point overshadows considerable differences in social, resource and cultural practices within Soviet Union and the increasingly divergent socio-political trajectories of these independent countries since 1991 (see e.g. Gel’man 2003). It is instead more productive to ask which Soviet legacies shape children’s services today and how they are being reworked in light of broader processes of globalisation, economic crisis, policy reform and the variable influence of international children’s rights agendas. The research is part of moves to understand childhood and inclusion outside Global North settings and paradigms. Postcolonial scholarship highlights that ‘the global inclusive education development agenda must pay more attention to local contexts and culture’ both in its epistemological foundations and practical application (Kamenopoulou and Karisa 2023: 2183). This means being open to diverse understandings of disability, education, childhood and the constellations of actors, practices and policies for supporting children. Understanding local dynamics in different parts of the world is important to overcome the ‘limitation of both childhood and disability studies that they have largely emerged and been debated in relation to richer and more ‘developed’ contexts’ (Burman, Greenstein and Kumar 2015: 564). Developments in Eastern Europe, the Caucasus and Central Asia should therefore not be regarded as ‘behind’ a presumed linear system of development, but considered within their own ‘postsocialist temporality’ (Tlostanova, Thapar-Bjökert and Koobak 2019: 83). At the same time, the region of Eastern Europe, Caucasus and Central Asia should not be considered as ‘exceptional’. It faces many similar issues to other parts of the world, albeit shaped by local specificities, including the move away from institutionalised residential care and need to introduce inclusive education. It is also exposed to and engages with the same ‘global’ policy agendas of children’s voice, participation and rights. Eastern Europe, the Caucasus countries and Central Asia hold a special global position that cannot be clearly defined through a South-North axis. Framed as the ‘second world’ during the Cold War, they are clearly not the ‘Western’ or ‘Northern’ centre and their experiences of colonisation are different to those associated with Western European empires and more recent exposure to neocolonial forces of global capitalism. Historical and more contemporary trends position Russia as the key power in the region due to its political, economic and military size. There is increasing theorisation of tsarist Russian and later Soviet rule as colonial processes whilst Russia’s recent actions add saliency to discussions of neocolonialism in the region (Gherasim, 2020, Buyskykh, 2023).

Visibility Politics of Disability Representative Civil Society Organizations Pursuing Social Justice in Russia

The study investigates the visibility politics used by civil society organizations representing persons with disabilities in Russia. The article applies the framework of social injustice developed by Nancy Fraser enabling the distinction of affirmative and transformative visibility politics that allow these actors not only to affirm guaranteed rights but also to promote structural changes. The study is based on the analysis of interviews collected in Russian cities, and information from open sources. It emerges that the reconfiguration of civil society results in civil society organizations implementing mainly affirmative changes although transformative visibility politics challenging ableist assumptions also occurred in the restricted political environment.

Comparative Studies of Russian and European Welfare Polities

The authors provide a scholarly conspectus of comparative studies involving Russian, EU8 and EU15 Welfare Polities. They elaborate the notion of the ‘welfare polity’ and its potential for enhancing comparative studies of welfare institutions, policies and practices. This is accompanied by an overview of trends in comparative studies involving Russian, EU8 and EU15 countries, along with a consideration of how comparative research involving these states can be strengthened. Gaps in the literature and evidence base, including systematic cross-national and temporal data on the design and implementation of social policies and social protection, are highlighted. A shared concern was found with the growth of division and exclusion exacerbated by global economic factors and by state-level policy shifts, a trend especially notable in Russian studies. Fruitful pointers for future research and international collaboration are indicated and the need for further comparative efforts emphasised at a challenging time for geopolitical relations.

Inclusive education in the Russian Federation: Scoping International and Local Relevance

The book idea came into fruition as part of the ongoing discussions and collaboration between the Higher School of Economics (HSE) in Moscow, Russia and Nazarbayev University Graduate School of Education in Nursultan, Kazakhstan. My visit (Prof Makoelle) to HSE in 2019 culminated into an identification of inclusive education as an emerging niche area for transformation and reform in education by the former USSR countries. The post-soviet countries are undergoing radical changes as they attempt to internationalize their education practices. The Russian Federation has also embarked on this transition. The adoption of the new law of the Russian Federation on Education was the first step in the recognition of inclusive education as an educational phenomenon. While the approach of the former USSR was based more on the medical model of student support, this book sort to account for the transition from the emphasis solely on disability to a broader conceptualization of inclusive education which encompasses other forms of educational barriers within the educational context of the post-soviet Russia. With this book a historical overview of the development of the notion of inclusive education is presented by providing a holistic account of the changes the education system of the Russian Federation has experienced since the fall of the Soviet Union particularly since the advent of the introduction of inclusive education. This book therefore provides a comprehensive account of various aspects of student support and inclusion within the Russian schooling context. Knowledge and discussions in this book could be useful to policy makers, education practitioners and researchers, students, school teachers as well as community organizations with vested interest on inclusive education, its understanding, conceptualization, operationalization and implementation.

Inclusion in education: Its bonds and bridges

Social capital is one of the core concepts in the studies of education. This concept is broadly used in relation to inclusion. At the same time, the analysis of social capital of parents of children enrolled in mainstream schools in post-socialist countries is still missing in the literature. Based on a survey carried out in Russian mainstream schools in 2020 – 2021 by means of regression analysis with interaction terms and principal component analysis, we attempt to fill in this gap by examining and comparing social capital types among the parents of children with and without special educational needs and disabilities (SEND). On the one hand, the parents of a child with SEND have limited access to social capital resources. On the other hand, the level of structural social capital is higher for this group of parents as compared with those who have a child without SEND. This indicates that parents of children with SEND seek to interact with other parents more often than parents of children without SEND and are more actively involved in activities of public organizations and associations. When school policies prove to be more accessible and inclusive, parents of children with SEND decrease their bonding and increase bridging ties. This study outlines the main challenges of acquiring the social capital in post-socialist cultural and political context and formulates recommendations on how to facilitate social capital of families of children with SEND
