Азиатско-тихоокеанские системы безопасности: динамика и факторы развития

В статье анализируется эволюция функционирующих в Азиатско-Тихоокеанском регионе (АТР) систем обеспечения безопасности: коллективной безопасности и безопасности на основе сотрудничества. Рассмотрены становление и генезис этих систем, выявлены факторы их трансформации, определено влияние мега-проектов Индо-Тихоокеанский регион (ИТР) и Инициатива «Пояс и Путь» (ИПП) на каждую из них. Научная новизна работы состоит в синергии анализа особенностей азиатско-тихоокеанских систем безопасности и эволюции проектов Индо-Тихоокеанский регион и Инициатива «Пояс и Путь», что не было предметом специального изучения. С точки зрения авторов, развитие проекта ИТР ведет к снижению эффективности как американоцентричных альянсов, так и асеаноцентричных структур многосторонней дипломатии, в то время, как ИПП, привнося разобщающий эффект в отношения между участниками американоцентричной системы «оси и спиц», усиливает позиции АСЕАН как координатора АРФ, СМО АСЕАН+8 и ВАС. Тем самым укрепляется и основа для нейтральной и инклюзивной повестки многосторонних переговоров как ключевого фактора функционирования асеаноцентричной системы безопасности на основе сотрудничества.

The ASEAN Economic Community and Trans-Border Franchising: Evidence from Japanese Convenience Store Chains

Although trans-border franchising is an important factor to achieve the objectives of the ASEAN Economic Community to 2015 and to 2025, Southeast Asia remains a fragmented franchising area. This argument is substantiated by infrastructure, institutional and regulatory factors. The authors explore the activity of convenience store chains in Southeast Asian countries and distinguish their intra-country and pan-regional specificity to finally reveal the extent to which franchising has proved effective for developing this business across the region. Premised on the analysis of Japanese convenience store chain 7-Eleven, the authors conclude that although franchising has been efficiently implemented by 7-Eleven, the obtained results are a function of broader macro-factors generated by Japanese industrial and technological policy in Southeast Asia as key prerequisites for success. The article adds academic and expert value to the existing literature on ASEAN, as it analyzes the ASEAN Economic Community from a trans-border franchising perspective in Southeast Asia, since this analytical focus has been absent to date.

Особое внимание уделено ослаблению потенциала американского лидерства и связанному с этим нарастанию напряженности и усилению антироссийского тренда в мире. Данные проблемы рассматриваются как в глобальном измерении, так и по отдельным регионам (постсоветское пространство, Ближний Восток, Восточная и Юго-восточная Азия, Латинская Америка и др.). Завершают ежегодник разделы по экологии и научной жизни, а также рецензия на одну из новых книг по тематике ежегодника и хронология важнейших событий года.

Российско-вьетнамское сотрудничество в контексте современной геополитической ситуации в Восточной Азии

В монографии представлены статьи авторов, принявших участие в международной научной конференции «Российско-вьетнамское сотрудничество в контексте современной геополитической ситуации в Восточной Азии», организованной кафедрой теории и истории международных отношений факультета гуманитарных и социальных наук РУДН совместно с Вьетнамской академией общественных наук (ВАОН). Конференция была организована и проведена при поддержке Российского фонда фундаментальных исследований (РФФИ). Издание рекомендуется специалистам по истории международных отношений, регионоведению, внешней политики Вьетнама, аспирантам, студентам.

Russia and the World: 2022 IMEMO Forecast

Abridged English-language version of the annual IMEMO forecast ‘Russia and the World: 2022’ is dedicated to the analysis and the forecast of key trends in the world economy and international relations in 2022. The primary focus is on the issues that are of fundamental importance for ensuring stable economic and political development of Russia in the near (2022) and more distant future. In the preparation of the paper, the long-term experience of predictive research carried out by IMEMO RAS was used. The paper consists of three parts: global trends, economics, and foreign policy. Among the global trends accelerated digitalization and all related social, political, and economic changes; focus on technological competition; climate/environmental and energy agendas are coming to the fore; increasing geopolitical and geo-economic tensions and the raging global pandemic of COVID-19 are highlighted. In the world economy, the authors of the paper expect an increase in inflation, acceleration of digitalization amid intensifying technology competition and the pursuit of digital sovereignty, acceleration of decarbonization, launch of demethanization process, and shifts in food systems. The paper further assesses the prospects of the leading industry drivers of world economic growth in 2022: production of semiconductors; pharmaceuticals and biomedicine; rare earth, non-ferrous, and ferrous metals. In the next section of the paper, political and social trends are analyzed in the countries of North America, Europe, Pacific and South Asia, Post-Soviet space. The final section of the paper gives the forecast of the relations of the Russian Federation with its key foreign partners. Against the backdrop of the renewal of the global economy, which includes energy transition and accelerated digitalization, it is becoming vitally important for Russia to conduct a comprehensive balanced restructuring of the national economy and social sphere.

Summary Report - Workshop on Effective Domestic Policymaking for Stimulating Economic Upgrading Through Global Value Chains 2022

The emergence of global value chains (hereinafter – GVCs) has allowed economies to reduce production costs and increase their product competitiveness by utilizing production opportunities in economies where locational advantages confer a competitive benefit. Effective participation in GVCs also favor faster industrialization and technological development of economies due to increased transfer of technical knowledge, skills and expertise. Both developed and developing economies can benefit from the participation in the GVCs, however, not all economies and businesses are equally involved in the GVCs and are able to fully extract potential benefits that participation in global production processes could offer. At the same time, a more “profitable” participation can be ensured by effective domestic policymaking, which also has to account for all the modernday developments in the global economy, including, among others, the fourth industrial revolution. Therefore, to promote effective participation in the GVCs’, domestic policies need to address a combination of spheres, including domestic policies that create an enabling environment for businesses, infrastructure, intellectual property protection, human capital and education, business environment and competition, macroeconomic and financial stability, innovation and technology. With the aim to analyze current development trends of GVCs and potential challenges that impede APEC economies’ ability to upgrade through GVCs and identify ways to address them, including through reviewing the APEC economies’ existing domestic policies and best practices, the virtual “Workshop on Effective Domestic Policymaking for Stimulating Economic Upgrading through Global Value Chains” was held on 1-2 March 2022. It was hosted by Russia and co-sponsored by Chile; China; Indonesia; Malaysia; the Philippines; and Viet Nam.

Оценка интеграционных процессов ЕАЭС в сфере торговли: 2022 (полная версия)

Последние два десятилетия XXI в. насыщены экономическими и политическими потрясениями. ЕАЭС постоянно приходится преодолевать беспрецедентные вызовы, и союзное сотрудничество стало мощным инструментом противостояния искажениям обычных правил делового оборота и сокращению пространства свободного рынка. В докладе использованы оригинальные авторские методики расчета индексов интеграции в торговле товарами, услугами и в сфере инвестиций на пространстве ЕАЭС, которые рассчитываются на постоянной основе уже пятый год, что позволяет строить динамические ряды и отслеживать развитие интеграционных процессов. Каждый год меняются темы, посвященные развитию технологий на пространстве ЕАЭС, в настоящей версии это «зеленая» экономика. Страновые обзоры представлены по проблеме изъятий в сфере торговых режимов и экосистемам экспорта. Особое место занимает тема малого предпринимательства, которая в сложных экономических условиях выходит на первый план в экономических политиках стран и, как представляется, должна стать одной из первостепенных целей интеграционного сотрудничества.

ASEAN-Russia Cooperation: the Digital Dimension

The paper gives insights into the potential of ASEAN-Russia dialogue in the digital area. Starting from an outline of benefits and disadvantages the Fourth Industrial Revolution brings ASEAN, the author proceeds with exploring digital support that the association gives its multilateral economic initiatives, as well as ASEAN’s efforts to intensify digital cooperation as a self-sufficient direction across Southeast Asia. Finally, the paper assesses directions and measures that can strengthen ASEAN-Russia ties. Although extant research on ASEAN-Russia dialogue reveals the extent of progress and remaining problems, as well as defines major substantive issues and areas with true potential, mainstream views on its strategic directions remain stagnant in the paradigm of energy, arms transfers, agriculture and space exploration. The academic value of the article is that it takes a step forward in specifying and assessing real possibilities of ASEAN-Russia interaction offered by the increasing digitalization. In the author’s opinion, as in the present international circumstances the room for maneuver in ASEAN-Russia relations is narrowing, an emphasis on instrumental components of cooperation, among which cybersecurity-related measures are of crucial importance, may be rewarding.

The Digital Agenda of ASEAN Economic Community 2025: a Response from the Singapore Airlines

As the deadline for the establishment of the ASEAN Community to 2025 is approaching, the association attaches increasing importance to the digital dimension of the ASEAN Economic Community (AEC). Arguably, the ASEAN is far from fulfilling its goals, mostly, in regard to making Southeast Asia a unified manufacturing and doing business area. Concerning the association’s plans to provide intra-ASEAN cooperation with digital support, many obstacles remain in place. In these circumstances, much will depend upon the “down-top” vector. Specifically, Southeast Asian industry and business champions, among which the company Singapore Airlines figures prominently, can lead by example. The article scrutinizes the measures implemented by the Sin-gapore Airlines to digitalize its business activity with an emphasis on the COVID-19 pandemic period and distinguished fundamental factors behind their success. The author argues that although the experience of the Singapore Airlines is an individual example rather than a general pattern of business activity in Southeast Asia, regional companies will be increasingly introducing similar practices, or at least their major components, in the years to come.
