Laos and ASEAN-Led Digital Economic Multilateralism

The article aims to reveal the nature and degree of Laos' influence on the implementation of multilateral projects and initiatives of the Association of Southeast Asian Nations (ASEAN) in the digital field. The paper analyzes the association's visionary documents that set the parameters of its approach to global digital processes, outlines the modernization paradigm of Laos as one of the least developed ASEAN countries, reveals the specifics of Laos’ digital initiatives and projects, and assesses their outcomes. Stating that the current level of digital instruments at Laos’ disposal does not allow its fully-fledged participation in ASEAN’s multilateral cooperation, the author argues that the reason goes beyond Laos’ capabilities. It has a broader dimension due to the specifics of the ASEAN integration model. Amidst the digital transformation, with quick decision-making and the binding cooperation among all its participants are pivotal preconditions for both ASEAN competitiveness and its status of an influential international actor, the “ASEAN Way” becomes not only a serious, but an insurmountable obstacle for ASEAN-led multilateral digital projects and initiatives. Simultaneously, the nature and dynamics of Laos' cooperation with China is a miniperspective of the future parameters of ASEAN's dialogue with China. Since the conceptualization of ASEAN's digital regionalism is still in its infancy, an identification and analysis of factors that shape its evolution accounts for the novelty and practical significance of this study.

The Digital Dimension of Government-Business Dialogue in Singapore

The article analyses the specifics of equipping government-business dialogue in Singapore with digital tools from the perspective of Singapore’s development model and corporate practices, as well as its digital policy and priorities. Major features of Singaporean economic modernization as the backbone of dialogue between the state agencies and the corporate sector are systemized, the specifics of how Temasek works with government-linked companies is traced, its main areas of interest and directions of practical activity are reviewed. The distinctive features of Singapore’s digital transformation, the evolution of its main digital projects and initiatives, as well as digital tools of maintaining interaction between the government agencies and the corporate sector, are outlined. The authors argue that Singapore’s digital tools and practices of government-business dialogue are highly efficient, but its foundation was laid by a successful development model of the city-state in the pre-digital period. This synergy of non-digital and digital tools leads to new Singaporean economic and commercial success stories, as well as contributes to enhancing its international competitiveness. Although there is no dearth of research on the history of economic modernization of Singapore and its present specifics, including in the field of government-business interaction, nevertheless, studies focusing on its digital aspects are still missing. Approaching the problem from this research perspective, the article fills a scholarly research gap, which accounts for its novelty, as well as academic and practical significance.

China, Southeast Asia and the Belt and Road Initiative: Developing Legal Tools for Doing Business and Their Digital Support

The article explores by what legal tools and their digital support the People’s Republic of China (PRC) shapes the business landscape in Southeast Asian through the prism of its strategy to develop the Belt and Road Initiative (BRI). On exploring major directions of China’s policy in Southeast Asia and assessing the interim results obtained, the author proceeds to systemizing the legal tools of the Belt and Road Initiative and revealing their development in the digital space to finally turn to specifying their implications for doing business in Southeast Asia. The paper argues that Southeast Asia is a prime testing ground for the PRC to implement its legal tools, including those in the digital space, aimed at supporting the BRI. The novelty of the article stems from its research focus that is on the intersection of economic, business and legal fields, which makes the research an interdisciplinary exercise. The relevance and the practical significance of the research account for the establishment of the ASEAN Community 2025 and the finalization of ASEAN-China Free Trade Area (ACFTA) 3.0 with prospects for further increase in China’s influence in the region. With those factors in view, the article contributes to expanding academic knowledge on the ASEAN integration model through the prism of its dialogue with external partners, exemplified by China. Although there is no dearth of papers focusing on ASEAN’s policy, especially in the year of the establishment of the ASEAN Community 2025, the article stands out due to its multidisciplinary component as a foundation of its academic and practical value added.

Operationalizing Russia-Indonesia Strategic Partnership: a Contribution from the Digital Field

The article attempts to outline promising areas of cooperation between the Russian Federation and the Republic of Indonesia in the digital field, as the latter is an important component of the strategic partnership established by the two countries in June 2025. On assessing the state of Russia-Indonesia relations and their vulnerabilities, the author turns to considering the present stage of the digital transformation in the Republic of Indonesia, its main priorities, directions and tools, as well as key challenges the country is encountering in this field. Then, promising areas of Russia-Indonesia cooperation in the digital field, as an attempt of both countries to respond to those challenges, are considered. In the author’s view, mostly niche cooperation in practically oriented areas, including the digital transformation, can be the foundation upon which Russia-Indonesia strategic partnership may be premised. Notably, however, the parties will have to do much extra work, including in non-digital areas, in order to translate their plans into reality. Although Russia-Indonesia relations have traditionally been in the focus of Russian and selected foreign specialists, so far there is dearth of research on the digital aspects of the dialogue between the two countries. To fill this research gap is especially timely taking into account the on-going global digital transformation, as well as Russia’s and Indonesia’s intention to provide their cooperation with an extra impetus after the establishment of the strategic partnership. The synergy of these factors accounts for the relevance of the article, as well as its academic and practical significance.

Prospects for Cooperation between ASEAN and France in the Digital Field

The article explores major factors behind ASEAN’s interest in cooperation with France in the digital field, as well as its prospects. On revealing the specifics of the digital component in ASEAN’s integration policy, the authors proceed to summarizing the reasons for ASEAN’s slipping into dependence on extra-regional partners, as well as behind its interest in diversifying suppliers of digital infrastructure-related solutions, technologies and skills. Then, key directions of France’s policy in Southeast Asia are outlined, and prospects for cooperation between ASEAN and France in the digital field are assessed. In the authors’ opinion, ASEAN’s interest in cooperation with France is strong and is likely to grow in the foreseeable future. The article is prepared by specialists in European (France as the primary field) and Asian (ASEAN the primary field) studies, which allowed carrying out a deep and academically insightful analysis of the priorities and policies of either partner. The relevance of the article stems from ASEAN’s interest in elaborating on effective digital tools as a key success factor behind the implementation of its projects and initiatives after the year 2025. As the association explores additional mechanisms to raise its competitiveness, including by means of expanding cooperation with extra-regional partners, the article has obvious academic and practical significance.

Искусственный интеллект в деятельности вьетнамских стартапов как инструмент цифровой поддержки экономической интеграции АСЕАН

В статье предпринята попытка определить потенциал вьетнамских стартапов, использующих в своей деятельности инструменты искусственного интеллекта (ИИ), для стимулирования многостороннего экономического со трудничества в ЮгоВосточной Азии. Систематизированы направления цифро вой поддержки для развития многосторонних проектов и инициатив в рамках Ассоциация стран ЮгоВосточной Азии (АСЕАН); дана оценка процессу инте грации в них стартапов, в том числе использующих ИИинструменты. Раскрыты особенности регулирования цифровых алгоритмов, в том числе выстраиваемых на основе ИИинструментов. Рассмотрены конкретные примеры деятельности вьетнамских ИИстартапов с возможностью их выхода на трансграничный уро вень. Цель статьи — выяснить, почему ИИстартапы, как прослеживается на примере вьетнамского опыта, не могут внести заметного вклада в ускорение ин теграционных процессов в сфере экономики на пространстве ЮгоВосточной Азии? С точки зрения автора причина обусловлена двойным препятствием, с ко торым сталкиваются такие стартапы. Вопервых, это модальность асеановского сотрудничества, основные компоненты которой не претерпели кардинальных изменений в цифровой реальности, а вовторых, — консервативный подход на циональных регуляторов к локализации данных, что просматривается на приме ре СРВ, но характерно и для других стран АСЕАН. Совокупность этих факторов служит серьезной преградой для расширения вьетнамскими ИИстартапами своей трансграничной деятельности, что снижает их эффективность как инстру мента стимулирования многосторонних проектов и инициатив Ассоциации.

Главное внимание сфокусировано на проблемах, имеющих ключевое значение для обеспечения стабильного экономического и политического развития России на ближайшую (2026 г.) и более отдаленную перспективу. В подготовке доклада использован многолетний опыт прогнозных исследований, проводимых ИМЭМО РАН. Анализируются основные внешние вызовы для России и возможности ответа на них.

Лидерство в сфере искусственного интеллекта (ИИ) традиционно ассоциируется с США и западными технологиями. Однако в последнее время на ведущие позиции в этой области все заметнее выходят азиатские игроки. Достижения стран Азии, как правило, остаются недостаточно изученными. Представляется, что детальный анализ политики государств этой части света может способствовать выявлению их конкурентных преимуществ в области ИИ. В настоящем исследовании в качестве кейсов были выбраны наиболее влиятельные акторы Восточной и Южной Азии: Китай (с учетом Тайваня), Индия, Япония, Республика Корея, Сингапур, Индонезия, Малайзия и Вьетнам.
