Problems of energy services market development in the regional economy of the Russian Federation

Improvement of the energy efficiency of a national economy greatly enhances energy security of the state, improves the environment and the quality of life of the population and contributes to the social and economic development of any country. Energy efficiency is often the least expensive means of meeting new energy demand. Governments of countries that contribute to increased investment in activities aimed at improving energy efficiency and implementing a set of government support measures that determine reduction in the energy intensity of GDP of the countries, significantly save budgetary funds, reduce dependence on energy imports and reduce environmental pollution. All that in combination leads to an improvement in the indicators of sustainable development not only of individual territories, but also of the national economy as a whole. Nevertheless, measures to improve energy efficiency still do not have the desired effect on a global scale, despite proven numerous advantages and potentials to be the largest resource to meet the growing demand for energy around the world.Energy service contracts are the actual energy saving instruments which have proved their success in many economically developed countries of the world. In Russia, the market for energy services is in the process of formation and is significantly inhibited by the negative impact from a number of groups of factors.

DEMOGRAPHIC POTENTIAL OF THE REGION: SPATIAL ANALYSIS

Under existing socio-economic conditions which are characterized by tough competition the region resource base is given particular attention. The importance of natural wealth declines and the significance of hidden resources steps forward. Hence the humankind is facing the problem how to bring out their potential. In this regard, the demographic potential of the region (geodemographic potential) along with the economic, geopolitical and others are among the leading indicators that determine region competitiveness and form its socio-economic situation. Like natural resources, population has spatial differentiation, and therefore territorial differences in quantitative and qualitative terms. The article considers terminological approaches to the concept of "demographic potential", reveals the necessity to consider the spatial component, formulates the concept of "geodemographic potential" and proposes methodology to assess it. At the moment there is a growing awareness of the need to resolve demographic problems at all levels of the government, and tools to improve demographic and family policy are considered. Ultimately, development of proper and timely decisions to ensure sustainable socio-demographic development should have a positive impact on socio-economic growth indicators. Therefore, one of the most important components to guarantee sustainable socio-economic development of the country, in our view, is to take into account its geodemographic potential.

SPATIAL DIFFERENCES OF LABOR RESOURCES OF THE REPUBLIC OF TATARSTAN

The process of effective decision-making in the framework of integrated regional development programs is based on the rational use of resources. However, in the situation of international competition, socioeconomic development of the region becomes less dependent on the amount of natural resources. The most important resource within the geographical territory is the population living on it - a number of people which is put together in the process of social production and consumption. Labor potential is formed under the influence of the whole complex of social and economic factors. The main factors reflecting the status of workforce potential used in the present study were: labour force share in the proportion of the total population; the proportion of actively working population; the proportion of employed in the total labor force; the proportion of employed in the total workforce in the key sectors; the rate of unemployment. The analysis of labor force potential of the Republic of Tatarstan resulted in possibility to divide all administrative regions into 5 groups. These are the regions characterized by a high level of labor force potential; regions with an above average level of labor force potential; regions which are said to have an average level of labor force potential; regions with a below average level of labor force potential; regions characterized by a low level of labor force potential

COMPARATIVE ANALYSIS OF RUSSIAN AND FOREIGN TERRITORIAL BRANDS

The article provides a comparative analysis of territorial brands development and promotion both in the Russian Federation and abroad on the level of countries, provinces and cities. The authors consider foreign territorial brands of such states, as Australia and Germany, the Austrian Land Tyrol and the Chinese city of Hong Kong, showing their strengths and opportunities for promoting the respective territorial entities. Russian territorial brands under discussion include Saint Petersburg, Omsk and Kaluga regions, Perm, Ulyanovsk and Kazan.

RELIGIOUS TOURISM IN THE TOURISM SYSTEM

The paper considers the concept of religious tourism. Religious tourism is the departure of a person from a country of residence for a period of no more than six months in order to visit holy places and centers of religion. On the other hand, this concept can be viewed as an activity aimed at providing services to the tourists travelling for religious purposes. One distinguishes the pilgrimage tourism and the religious tourism of excursion - cognitive focus. The difference between these two types is that the religious tourism of excursion - cognitive focus means visiting temples and holy places without the tourists' participation in the religious life of the shrine. The Pilgrimage tourism provides an opportunity to participate in worshipping and praying. The Pilgrimage can also be classified according to the number of participants, i.e. individual, family, group. If one considers the duration of the tour, one can identify long and short pilgrimages. Depending on the location of the shrine, there are domestic and foreign tours. It should be noted that both the religious tourism and the pilgrimage has a number of reasons. At the heart of the pilgrimage is the human being conventional attitude to religion, his conscious activity implies the desire to see the shrines that have significance precisely for him. The definition of tourism as a kind of activity is in no way inferior to the concept and essence of the pilgrimage. Relying on the scientific definition of the pilgrimage and religious tours, it can be said that it applies more to tourism than to human spiritual activity. THE HISTORICAL BACKGROUND OF ENTREPRENEURSHIP EMERGENCE IN RUSSIA

The paper covers the historical background of entrepreneurship emergence in Russia. The authors assume, that the tendencies contributing to the sole trade creation, had concrete reasons contingent on constant shortage and suppressing of sole trade constituent as well. They were characterized by a certain geographical position along with the people's public life and, what is more, international invasions. Examining some distinctive features of domestic finance formation and market conditions all over the world, Russia was gradually increasing its residents' entrepreneurial agility. However, historically grounded state-bureaucratic structure concerning the masses' interests protection and the businessmen activity regularly sustained that phenomenon. The more the government was striving to regulate and make social development "objective", the more controversial result it was. Instead of taking control over the situation, the public was involved in speculation first and then in egalitarian regression. Independence of entrepreneurial activity may exist if the former management system limits itself. The loss of entrepreneurial base negatively influenced not only the country's financial development, but its financial well-being. Russian traders and industrialists who were considered to be representatives of Russian sociality and culture more than other layers, did a lot in order to preserve it. Thus, a specific nature of entrepreneurship is imbued with cultural development of modern Russia from the times of Rus' and the Russian Empire breaking up to the October Revolution and current state with the market economy rebound.

TOURISM - HARMONIZATION OF INTERESTS

Tourism is a popular and complex phenomenon. The territorial tourism system has many elements and different levels of structure. Its organization and operation is based on the harmonization of a multitude of interests. Many typical tourist tasks have the increased complexity in the congruence of interests. This relates to the issue of managing the development of tourism in the region, to the problems of organizing a tourist trip and a service enterprise. Trends in the global tourism industry are aimed at systemic solutions in the alignment of interests. When developing tourism destinations, it is possible to trace regular processes regarding to the harmonization of interests.

ANALYSIS OF THE RUSSIAN EXPERIENCE OF CREATING TERRITORIAL BRANDS

This article shows the features of territorial branding development in various regions of the Russian Federation. The ways of development and promotion of territorial brands, not only in large, but also in small towns of Russia, are considered in the article. In the work, based on the description of a large number of Russian regional brands, a comparative analysis is carried out and their advantages and disadvantages are shown. Much attention is paid to the formation of territorial brands on the example of the Republic of Tatarstan. The article reveals the main tasks of the brand Visit Tatarstan and shows the features of its visual style. The work shows, that the visual style of this brand is based on a modern interpretation of ethnic, historical and traditional Tatar ornaments, spanning 1000 years. The formation of clear, homogeneous and adequate image of the Republic of Tatarstan in the public consciousness, both within the region and beyond its borders, is one of the main tasks of the brand Visit Tatarstan. The article states, that the brand Visit Tatarstan is primarily focused on the development of tourism and hospitality in the region, as well as the formation of an adequate image of Tatarstan for numerous guests, coming to the Republic from all over the world. It was concluded, that all regions of the Russian Federation should have their own original brands, which should complement and develop each other.

THE TRANSITION TO AN INNOVATIVE ECONOMY AS A STRATEGIC IMPERATIVE

This paper discusses innovation as the key to economic growth, an assessment of the innovation sphere, and justified way innovative activities of economic subjects. The experience of industrialized countries shows conclusively that sustained economic growth in modern conditions is not the result of primitive production capacity factors, but their improvement and development on the basis of scientific and technological progress and innovation. To examine the strategy of Russia's development we must take into account that new trends fundamentally alter our understanding of the mechanisms of economic growth. Russia must solve both its tactical problems and seek answers to new challenges in order to ensure gradual, phased transition from the old inertial, natural-resource growth model to a predominantly innovative type of development. In this article as a hypothesis put forward the following points: innovation sphere Russia is experiencing a deep crisis; the key problem in the way of innovation activity in the country is the lack of effective mechanisms for funding research and development.

Territorial Branding as an Important Factor of The Steady Increase of Investment and Tourist-Recreational Appeal of the Region

The article discusses the steps and rules of creation of territorial brands in modern conditions. The author shows the peculiarities of formation of urban brands and their main components. It is noted that the creation of territorial brands is a long creative process, requiring considerable investment, but giving the appropriate returns in the form of increased fiscal revenues from the development of tourism in the region. Much attention is paid to the formation processes of territorial brands and co branding on example of Republic Tatarstan and of Kazan. The role of territorial branding in the development of various types of tourism on the territory of the Republic of Tatarstan. Thus, the article concludes that the formation of the modern territorial brands can give, ultimately, a greater return in the form of the creation of an effective tourist destination in the region. Moreover, this positive experience in the near future can be successfully used not only in Tatarstan, but also in other regions of the Russian Federation.
